Choosing between Intermediate Bulk Containers (IBCs) and drums for chemical or liquid storage is a decision that affects safety, compliance, handling efficiency, and cost. Both formats have their place, but getting the choice wrong can create unnecessary risk and compliance headaches. Understanding the Formats

Drums are typically 205-litre steel or plastic containers used for storing a wide range of liquids including fuels, oils, solvents, and chemicals. They are robust, widely available, and well-suited to smaller volumes or multiple different substances on the same site.

IBCs (Intermediate Bulk Containers) hold between 275 and 1,250 litres — most commonly 1,000 litres. They are designed for bulk liquid handling and are particularly efficient for sites that regularly receive or dispatch large volumes of a single product.

The Control of Pollution (Oil Storage) (England) Regulations 2001 require that all above-ground oil storage over 200 litres must be in a bunded container or compound capable of holding 110% of the stored volume. The Environment Agencys PPG 26 specifically addresses drum and IBC storage best practices, including inspection requirements and spill response provisions.

For hazardous chemicals, the COMAH Regulations 2015 (Control of Major Accident Hazards) may apply to sites storing large quantities of dangerous substances — IBCs storing flammables or toxics in volume can push sites toward COMAH threshold quantities, which triggers significant additional regulatory obligations.

Spill Risk and Secondary Containment

From a spill control perspective, IBCs present a higher single-incident risk. A catastrophic IBC failure releases up to 1,000 litres at once — a significant pollution and safety event. By contrast, a drum failure releases a maximum of 205 litres. For IBC storage areas, robust secondary containment is non-negotiable. A properly rated IBC spill pallet is the minimum standard; for multiple IBCs, a bunded storage bay is strongly recommended.

For drum storage areas, drum spill pallets provide compliant secondary containment for one to four drums and are a practical solution for most sites.

Which Should You Choose?

In general: use IBCs when you handle high volumes of a single product with regular turnover, have space for proper bunding, and can manage the larger spill risk. Use drums when you store multiple different substances in smaller quantities, need flexibility, or where space or bunding constraints limit IBC use.
