Gas Cylinder Storage Requirements: HSE and BCGA Guidance Explained
Storing gas cylinders incorrectly is one of the most commonly cited safety failings in UK industrial and commercial premises. Whether you use oxygen, acetylene, LPG, nitrogen, or compressed air cylinders, the legal and technical requirements for safe storage are stringent — and non-compliance can result in prosecution, insurance invalidation, and catastrophic incidents.
This article outlines the key requirements under UK legislation and guidance from the Health and Safety Executive (HSE) and the British Compressed Gases Association (BCGA).
Applicable UK Legislation and Standards
- Health and Safety at Work etc. Act 1974 — overarching duty to ensure safe systems of work
- Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) — applies to flammable gases such as LPG and acetylene
- Pressure Systems Safety Regulations 2000 — covers examination and maintenance of pressure systems
- Management of Health and Safety at Work Regulations 1999 — requires suitable risk assessments for storage areas
- BCGA Code of Practice CP 44 — the definitive technical reference for gas cylinder storage in the UK
Key Storage Requirements at a Glance
| Requirement | Detail |
|---|---|
| Location | Outdoors or in a dedicated, well-ventilated store; never in basements or below-ground areas |
| Ventilation | Natural ventilation at high and low level; mechanical ventilation for indoor stores |
| Separation distance | Minimum 3 metres between oxidants (e.g., oxygen) and flammable gases (e.g., acetylene, LPG) |
| Fire resistance | Store structure should provide at least 30 minutes fire resistance (60 minutes recommended) |
| Upright storage | Cylinders must be stored upright and secured against falling using chains, straps, or purpose-built racks |
| Full vs empty | Full and empty cylinders must be stored separately and clearly labelled |
| Heat sources | Keep away from heat sources, naked flames, and direct sunlight; maximum ambient temperature 50 degrees C |
| Signage | Mandatory: No Smoking, No Naked Flames, relevant hazard signs (Flammable Gas, Oxidising) |
Ventilation: Why It Is Critical
Many gases including LPG, acetylene, and hydrogen are heavier than air and will accumulate at low levels in poorly ventilated stores. Others, like oxygen, can dramatically accelerate combustion if allowed to build up. BCGA CP 44 recommends both high-level and low-level natural ventilation openings, with a combined free area of no less than 1% of the floor area. Where natural ventilation is insufficient, powered ventilation with ATEX-rated fans is required under DSEAR.
Securing Cylinders
All gas cylinders must be secured in an upright position to prevent them from falling and potentially shearing the valve. Acceptable restraint methods include:
- Purpose-built cylinder storage cages or cabinets
- Wall-mounted bracket and chain systems
- Floor-mounted cylinder trolleys with securing mechanisms

Separation of Incompatible Gases
Oxidising gases (such as oxygen and chlorine) must be stored at least 3 metres away from flammable gases (such as LPG, acetylene, and hydrogen), or separated by a fire-resistant partition of at least 30 minutes rating. This is a non-negotiable requirement under BCGA CP 44 and is directly linked to fire and explosion prevention.
Inspections and Records
Under the Pressure Systems Safety Regulations 2000, gas cylinders and associated equipment must be included in a written scheme of examination and inspected at appropriate intervals by a competent person. Records of inspections, cylinder contents, and any incidents must be maintained and made available for HSE inspection.
DSEAR Risk Assessments
If you store flammable gases, a DSEAR risk assessment is a legal requirement. This must identify hazardous zones around the storage area, specify appropriate electrical equipment ratings (ATEX), and document emergency procedures. See our safety storage cabinets range for compliant solutions.
